"The measure of success is not whether you have a tough problem to deal with, but whether it's the same problem you had last year."
John Foster Dulles
The Advance Transitional Housing Program was established as a response to a growing number of Will County residents who have completed a homeless shelter program or a transitional housing program, but still need support as they adjust to permanent housing. The Joliet/Will County Continuum of Care Housing Committee developed the concept of the Advance Program to fill this need.
MorningStar Mission has partnered with Will County Community Development to establish the Advance Program, an innovative pilot-housing program supported by the HOME Funds. The program serves individuals or families who have successfully completed a Will County homeless shelter program or a transitional housing program.
MorningStar Mission provides two years of Comprehensive Case Management. Case Managers will have intense involvement with participants, tailoring a service plan to access programs and services reflective of their needs and goals. Participants will build on their strengths with the anticipation of becoming self-sufficient.
The Advance Program also provides for two years of subsidized housing. MorningStar Mission administers the rental housing payment assistance component. Participants will select rentals suited to their specific needs, complying with the policies of the Advance Program and Will County Federal HOME guidelines. This rental may be anywhere in Will County. Participants will pay approximately 30% of their income for housing.
